Newly crowned General Secretary of Congress Rahul Gandhi will be No. 2 after No. 1 of his mother. Offices of both also will be neck to neck. Rahul Gandhi: A one-day All India Congress Committee (AICC) session being planned in Delhi in the third week of October is also to prepare the party for the polls and to launch new general secretary Rahul Gandhi as the Number 2 in the party, a position that nobody has been allowed to hold in the party for many years.
PM and Sonia will decide on coming Saturday
Indian Prime Minister Manmohan Singh and the ruling Congress President Sonia Gandhi will take a final decision on Saturday on whether and when to go for the mid-term Lok Sabha polls, a top Congress source disclosed here.
Both will also exchange notes prepared by the Prime Minister’s Office (PMO) and the kitchen cabinet of Sonia Gandhi on the pluses and minuses of holding the polls to help them take the decision.
Basis of PMO notes
The PMO note will be based on the urgent inputs sought by the prime minister from the secretaries of all ministries and departments on the decisions taken by the UPA government and the pending decisions that should be expedited before going for the polls.
Chidambaram on alert
Sources in the PMO said Finance Minister P Chidambaram has already alerted his officials to prepare a vote-on-account for the budget expenditure up to June-end for presentation in a short winter session of Parliament that may be held from November 26 as the Union Budget will not be possible in the event of mid-term polls.
Clearing of pending issues
The government in clearing pending issues is showing urgency. Secretariat of every ministry is active as at the time of Indira’s emergency.
Consultation with core group and trusted leaders
Sonia Gandhi had sought opinions from some of her trusted leaders in the party on the advisability of holding the mid-term polls and to prepare a list of the issues on which the Congress should focus. Sonia Gandhi and Manmohan Singh would also consult the Congress core group of senior leaders who meet every week.
Preparation of Congress for possible mid-term polls is in full swing. But Congress keeps its allies completely in the dark. Only Lalu Yadav has given indication of midterm poll. Other allies are silent on the issue. the ruling UPA partners are completely in the dark.

The Fourth Delimitation Commission headed by Justice Kuldip Singh in exercise of reconfiguration of the Lok Sabha and Assembly Constituencies. The commission has completed its final notification for reorganisation of Parliamentary and Assembly constituencies in 25 states — based on the 2001 Census — but the Government is now trying to find ways to get around this.
The every party should note also takes into account the ongoing delimitation of constituencies.
