Rahul Gandhi as party No 2 for Midterm Poll
Newly crowned General Secretary of Congress Rahul Gandhi will be No. 2 after No. 1 of his mother. Offices of both also will be neck to neck. Rahul Gandhi: A one-day All India Congress Committee (AICC) session being planned in Delhi in the third week of October is also to prepare the party for the polls and to launch new general secretary Rahul Gandhi as the Number 2 in the party, a position that nobody has been allowed to hold in the party for many years.
PM and Sonia will decide on coming Saturday
Indian Prime Minister Manmohan Singh and the ruling Congress President Sonia Gandhi will take a final decision on Saturday on whether and when to go for the mid-term Lok Sabha polls, a top Congress source disclosed here.
Both will also exchange notes prepared by the Prime Minister’s Office (PMO) and the kitchen cabinet of Sonia Gandhi on the pluses and minuses of holding the polls to help them take the decision, the source said, adding that they would also consult the Congress core group of senior leaders who meet every week.
Expected Midterm Poll after Feb 2008
The mid-term polls, if decided, cannot be held earlier than February-March only after Parliament approves a vote-on-account to allow the government expenditure beyond March-end. The government is already making tentative preparations in expectation of the final decision in favour of such polls.
The PMO note is based on the urgent inputs sought by the prime minister from the secretaries of all ministries and departments on the decisions taken by the UPA government and the pending decisions that should be expedited before going for the polls.
Sources in the PMO said Finance Minister P Chidambaram has already alerted his officials to prepare a vote-on-account for the budget expenditure up to June-end for presentation in a short winter session of Parliament that may be held from November 26 as the Union Budget will not be possible in the event of mid-term polls.
