The Election order, said could "aggravate existing differences or create mutual hatred between different castes and communities” since the CD contained an appeal arousing caste and communal feelings for securing votes.
The EC invoked provisions of para 16 of the Election Symbols (Reservation and Allotment) Order, 1968 that bar communalised campaign.
Para iii of the Code says: "There shall be no appeal to caste or communal feelings for securing votes. Mosques, Churches, Temples or other places of worship shall not be used as forum for election.”
The EC asked the chief electoral office of UP to furnish a compliance report by Friday 6 pm that he has filed FIRs against Rajnath Singh, Tandon and all those behind the CD’s production, its release, distribution and display.
I was a lawyer, I was a journalist and I was in politics and now I am an newsanlyist. So please allow me to comment on the ‘caste and communal appeal’ in a different way.

Why differentiation between the statement in CD and without CD
Why there is difference between versions in CD and statement out of CD?
If yes then why is Rahul Gandhi’s statement in Deoband on so called Babri majid not being treated in the same way as the so called CD alleged of BJP related to Godhra? What is the difference between the statement of Rahul and CD on Godhra? Why is Rajnath Singh being arrested?
Indian voters since Pt Nehru time are being evoked in communal line by the Liars of Nehru-Gandhi dynasty. So after Sonia Gandhi now her son Rahul Gandhi said: “Had anyone from the Gandhi family been active then, it would not have happened at all. I have heard my father telling my mother that he would have stood in front of the Masjid to protect it,” Rahul said in Deoband on March 20.

Rehersal of 2009 election by EC
There is a first FIR on April 5 in which there is no name. But the next day another FIR is lodged in Hazratganj police station, in which there is name of party president Rajnath Singh," as being disclosed.
Clearly the insertion of name in the second FIR is an afterthought and puts a question mark on the state's chief electoral officer who seems to have colluded with the local authorities.
Is above a rehersal of to show how election in 2009 would be conducted by future Chief Election Commissioner Naveen Chwla, 10 Janpath loyalist and autobiographer of Teresa?

Why execusted to Lalu Mulayam
When Lalu Yadav was shown distributing money on TV channel there was only a reprimand from the EC. Now Mulayam Singh has been accused of seeking vote on caste basis, there is no FIR!
A day before the first phase of Assembly elections in UP, Election Commission has this time served a notice on Chief Minister Mulayam Singh Yadav on Friday, for indulging in “ corrupt practices” by seeking votes on caste basis.
The EC order said : “It has come to our notice that the SP leader, at a public meeting at Lalitpur on March 30, allegedly sought votes from voters of a particular caste.”
It also referred to the tone and tenor of Mulayam’s speech. "Kitne Yadav hain hath uthao jo Bundela (SP candidate) ko vote denge" (Yadavs raise hands who will vote for Bundela), the EC quoted Mulayam having allegedly said at the meeting.

Impartiality of Election Officer in question
As reported on Feb 11, 2005: After posters depicting post-Godhra riots in Bhagalpur and Kishanganj districts of Bihar, CDs containing footage of the incidents were on display in Purnea by the RJD. "Such CDs were being played in the constituency of Bima Bharati, RJD MLA in Purnea and elsewhere in blatant violation of the model code of conduct for elections.
What was the ation taken by the Election Commission at that time against RJD of "exploiting religion" for electoral purposes by "indulging in such objectionable tactics?
Would use of such CDs and posters at the time of elections not disturb peace and communal amity? Election Posters to show Durga killing Atal advani

In one poster Sonia looks like Subraamaniam Bharathi a famous national poet.
Posters depicting post-Godhra riots in Gujarat had earlier surfaced in Bihar's Kishanganj and Bhagalpur districts which had already generated a controversy.
Assembly constituencies in Kishanganj and Purnea districts went to poll in the second phase on February 15.

Legal Bribery by Secular Government
The Centre has decided to give Rs 7 lakh as compensation to each of the nearly 5,000 post-Godhra riot victims in Gujarat, the same amount given to the 1984 anti-Sikh carnage victims.
"Prime Minister Manmohan Singh has decided that based on the compensation given to the anti-Sikh riot victims, Rs 7 lakh ex-gratia would be paid to victims if communal riots take place anywhere in the country. Therefore, to term it as minority-appeasement is unwarranted," Minsiter of state for Home, Sriprakash Jaiswal said. The decision follows the recent intervention by Congress President Sonia Gandhi.

The UPA government decided to give Rs 7 lakh as compensation to 5,000 so-called riot victims in Gujarat , the same amount given by the government to the 1984 anti-Sikh carnage victims. But there was no mention of relief for the Godhra victims. Perhaps it happened because those karsevaks burnt themselves as reported by Lalu and his Banerjee Commission! Perhaps secular government forgot to register the suicide case against those. It is open fact that decision to award compensation to the 2002 rioters has not only exposed the hypocrisy of the UPA government, but also made the Congress vote-bank politics amply clear. Giving similar relief to the victims of terrorist attacks on Akshardham temple and other places might be against secularism and the constitiontion. Was there no communal riots such as Bhagalpur after 1984? So Secular head Manmohan alopted more transperancy to legalize the bribery other wise that will him Oxford University returned scholar. Sonia has genuine love to India so she suggested genuine bribery to Muslim Victims.

SP assurance to Muslims ahead of UP polls
A day ahead of the Uttar Pradesh Assembly polls, Samajwadi Party on Friday sought to assure Muslims that if necessary the party would press for a law in Parliament to ensure that they be treated as religious minority in the state.
Is there any newspaper of electronic channel that raised and explained this matter?
All become secular to blame BJP. All want to bath on the flowing Ganga. Is Ganga not dyeing because of these fake pseudo-seculars?
